This approach, which has been tried less often, is to teach people ways to avoid driving when dangerously or illegally drunk.

The most extreme measures are those that draw on the force of the law to discourage a particular kind of drinking behavior. Drunk driving, which is the subject of Chapter 3, is the foremost example of such a behavior. Minimum drinking ages, public drunkenness, and restrictions on sales to intoxicated customers are other areas in which the law plays a role. In all of these cases, however, legal action is only one of a broad range of preventive actions that can help reduce the problem.
